Cook the macaroni according to package instructions. Drain and set aside.

In a saucepan, melt the butter over medium heat. Stir in the flour and cook for 1 minute.

Slowly whisk in the milk and cook until thickened, about 5 minutes.

Remove the saucepan from heat and stir in the cheddar cheese, mozzarella cheese, and half of the parmesan cheese until melted and smooth.

Preheat the oven to 350°F (175°C).

In a greased baking dish, layer half of the cooked macaroni, followed by half of the cheese sauce. Repeat the layers.

In a small bowl, mix together the remaining parmesan cheese, bread crumbs, and parsley. Sprinkle the mixture over the top of the macaroni and cheese.

Bake for 25-30 minutes, or until the top is golden and bubbly.
