Cook the rice according to package instructions.

Steam the broccoli until tender.

In a saucepan, melt the butter over medium heat. Add the diced onion and minced garlic, and cook until softened.

Stir in the flour and cook for 1 minute.

Gradually whisk in the milk and cook until thickened.

Remove from heat and stir in the grated cheddar cheese until melted.

Season with salt and black pepper.

In a large mixing bowl, combine the cooked rice, steamed broccoli, and cheese sauce. Mix well.
