Preheat the oven to 350°F (175°C).

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a separate large bowl, cream together the butter, peanut butter, granulated sugar, and brown sugar until light and fluffy.

Beat in the egg and vanilla extract.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Roll the dough into 1-inch balls and place them on a baking sheet lined with parchment paper.

Bake for 10-12 minutes, or until the edges are set and the centers are slightly soft.

Remove from the oven and allow the cookies to cool on the baking sheet for 5 minutes.

Transfer the cookies to a wire rack to cool completely.

In a small bowl, whisk together the powdered sugar and milk to make the glaze.

Drizzle the glaze over the cooled cookies.
