  2. In a saucepan, heat sugar and water over medium heat until the sugar dissolves. Add cardamom powder and saffron strands. Simmer for 5 minutes to make a syrup.
  3. Heat oil in a deep frying pan. Fill a squeeze bottle with the batter and squeeze it in a circular motion into the hot oil to make spiral shapes. Fry until golden brown.
  4. Remove the jilebi from the oil and immediately transfer them to the syrup. Let them soak for a few minutes.
  5. Remove the jilebi from the syrup and garnish with rose water and lemon juice.
  6. Serve hot or cold.
