  1. Preheat the oven to 350°F (175°C) and grease a baking dish.
  2. In a saucepan, melt the butter over medium heat. Stir in the brown sugar, vanilla extract, and salt until well combined.
  3. Remove the saucepan from heat and gradually add the all-purpose flour, stirring until the mixture forms a thick dough.
  4. Press the dough evenly into the prepared baking dish.
  5. Bake in the preheated oven for 20-25 minutes or until golden brown.
  6. Remove from the oven and immediately sprinkle the milk chocolate chips over the hot crust.
  7. Let the chocolate chips melt for a few minutes, then spread them evenly over the crust.
  8. Allow the toffee bars to cool completely in the baking dish.
  9. Once cooled, refrigerate for at least 1 hour to set.
  10. Cut into bars and serve.
