Preheat the oven to 375°F (190°C) and line a baking sheet with parchment paper.

In a medium bowl, whisk together the flour, baking powder, cinnamon, nutmeg, and salt.

In a separate large bowl, cream together the butter and sugar until light and fluffy. Add the egg and vanilla extract, and mix until well combined.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Stir in the raisins.

Drop spoonfuls of dough onto the prepared baking sheet, spacing them apart. Bake for 10-12 minutes, or until golden brown.

In a small bowl, whisk together the powdered sugar, milk, and lemon juice to make the icing. Once the cookies have cooled, drizzle the icing in a cross shape on top of each cookie.
