Preheat the oven to 350°F (175°C). Grease and flour a muffin tin.

In a large bowl, mix together the flour, cocoa powder, sugar, baking powder, baking soda, and salt.

Add the eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Mix until well combined.

Stir in the boiling water and hot chocolate mix until the batter is smooth.

Divide the batter evenly among the muffin cups, filling each about 2/3 full.

Bake for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.

Allow the cupcakes to cool in the tin for 10 minutes, then transfer them to a wire rack to cool completely.

Once the cupcakes are cooled, top with whipped cream and sprinkle with chocolate shavings.
