  1. Preheat the oven to 350°F (175°C).
  2. In a mixing bowl, combine the all-purpose flour, salt, and baking powder.
  3. Cut the unsalted butter into small cubes and add it to the dry ingredients. Use your fingers to rub the butter into the flour mixture until it resembles coarse crumbs.
  4. Stir in the cheddar cheese.
  5. Gradually add water, 1 tablespoon at a time, and mix until the dough comes together.
  6. Roll out the dough on a lightly floured surface to about 1/8 inch thickness.
  7. Use a round cookie cutter to cut out circles from the dough.
  8. Place half of the circles on a baking sheet lined with parchment paper.
  9. Spread mayonnaise and mustard on the circles on the baking sheet.
  10. Top each circle with a slice of ham.
  11. Place another circle of dough on top of each sandwich.
  12. Press the edges together to seal.
  13. Bake in the preheated oven for 10 minutes or until golden brown.
  14. Allow the sandwich crackers to cool before serving.
