  1. Preheat the oven to 350°F (175°C). Line a baking sheet with parchment paper.
  2. In a medium bowl, whisk together the flour, cocoa powder, baking soda, and salt.
  3. In a separate large bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy.
  4. Beat in the egg and vanilla extract until well combined.
  5. Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Stir in the milk.
  6. Roll the dough into 1-inch balls and place them on the prepared baking sheet. Flatten each ball slightly with the bottom of a glass.
  7. Bake for 8-10 minutes, or until the cookies are set. Allow them to cool on the baking sheet for 5 minutes, then transfer to a wire rack to cool completely.
  8. In a small bowl, prepare the filling by beating together the powdered sugar, softened butter, vanilla extract, and milk until smooth.
  9. Spread a generous amount of filling onto the flat side of one cookie and sandwich it with another cookie. Repeat with the remaining cookies.
  10. Roll the edges of each sandwich cookie in chocolate sprinkles for decoration.
  11. Allow the cookies to rest for 30 minutes to let the filling set. Enjoy!
