Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.

In a large mixing bowl, whisk together the flour, sugar, baking powder, and salt.

Add the melted butter, milk, eggs, and vanilla extract to the dry ingredients. Mix until well combined.

Divide the batter into two equal portions. Add cocoa powder to one portion and mix until fully incorporated.

Alternately spoon the vanilla and chocolate batters into the prepared cupcake liners.

Using a toothpick or the handle of a spoon, swirl the batters together to create a marbled effect.

Bake in the preheated oven for 18-20 minutes, or until a toothpick inserted into the center comes out clean.

Allow the cupcakes to cool in the tin for 5 minutes, then transfer them to a wire rack to cool completely.

In a small bowl, whisk together the powdered sugar and electric blue gel food coloring until smooth.

Drizzle the blue glaze over the cooled cupcakes and top with lightning bolt cupcake toppers.
