  1. Preheat the oven to 350°F (175°C). Grease and flour a muffin tin.
  2. In a large mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add the egg, milk, vegetable oil, and vanilla extract to the dry ingredients. Mix well until the batter is smooth.
  4. Gradually add the boiling water to the batter while stirring continuously. The batter will be thin, but that's normal.
  5. Pour the batter into the prepared muffin tin, filling each cup about 2/3 full.
  6. Bake in the preheated oven for 18-20 minutes or until a toothpick inserted into the center of a cupcake comes out clean.
  7. Remove from the oven and let the cupcakes cool in the tin for 5 minutes. Then transfer them to a wire rack to cool completely.
  8. Once the cupcakes are cooled, press a Hershey Kiss into the center of each cupcake.
