  1. Cook macaroni according to package instructions. Drain and set aside.
  2. In a large pot, steam cauliflower, carrots, onion, and garlic until tender. Drain and set aside.
  3. In the same pot, heat olive oil over medium heat. Add the steamed vegetables and cook for 2-3 minutes.
  4. Add milk, cheddar cheese, and parmesan cheese to the pot. Stir until the cheese has melted and the mixture is smooth.
  5. Add cooked macaroni, salt, and black pepper to the pot. Stir until well combined.
  6. Preheat the oven to 350°F (175°C). Transfer the macaroni mixture to a baking dish.
  7. In a small bowl, mix together whole wheat bread crumbs and parsley. Sprinkle the mixture over the macaroni.
  8. Bake in the preheated oven for 20-25 minutes, or until the top is golden and crispy.
  9. Let it rest for 5 minutes before serving.
