In a food processor, grind the hazelnuts until finely chopped.

Melt the dark chocolate in a microwave-safe bowl.

In a mixing bowl, combine the ground hazelnuts, melted chocolate, condensed milk, vanilla extract, cocoa powder, and powdered sugar. Mix well.
