  1. Preheat the oven to 350°F (175°C) and grease a round cake pan.
  2. In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add the buttermilk, vegetable oil, eggs, and vanilla extract to the dry ingredients. Mix until well combined.
  4. Gradually pour in the boiling water while stirring the batter.
  5. Pour the batter into the prepared cake pan and bake for 25 minutes or until a toothpick inserted into the center comes out clean.
  6. Remove the cake from the oven and let it cool in the pan for 10 minutes. Then, transfer it to a wire rack to cool completely.
  7. Once the cake is cooled, frost it with whipped cream and drizzle chocolate syrup on top.
  8. Place the ghost-shaped marshmallows on the cake to decorate.
  9. Allow the cake to rest for 1 hour before serving.
