  1. Preheat the oven to 350°F (175°C) and line a cupcake pan with cupcake liners.
  2. In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add the milk, vegetable oil, vanilla extract, and eggs to the dry ingredients. Mix until well combined.
  4. Gradually add the hot water to the batter, mixing until smooth.
  5. Divide the batter evenly among the cupcake liners, filling each about 2/3 full.
  6. Bake for 18-20 minutes or until a toothpick inserted into the center of a cupcake comes out clean.
  7. Remove the cupcakes from the oven and let them cool completely.
  8. In a small bowl, beat the butter until creamy. Gradually add the powdered sugar and continue beating until light and fluffy.
  9. Add the green food coloring to the buttercream frosting and mix until well combined.
  10. Frost the cooled cupcakes with the green buttercream frosting.
  11. Using a piping bag or a ziplock bag with the corner snipped off, pipe white icing to create the laces on each cupcake.
  12. Sprinkle chocolate sprinkles over the cupcakes to resemble football texture.
  13. Place a football-shaped candy on top of each cupcake.
