Preheat the oven to 350°F (175°C). Grease a 9x13-inch baking pan.

In a large mixing bowl, cream together the butter and granulated sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

In a separate bowl, whisk together the all-purpose flour, cocoa powder, baking powder, and salt. Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Spread two-thirds of the batter into the prepared baking pan. Reserve the remaining batter.

In a small saucepan, combine the chocolate chips and sweetened condensed milk. Heat over low heat, stirring constantly, until the chocolate chips are melted and the mixture is smooth. Remove from heat.

Pour the fudge mixture over the batter in the baking pan, spreading it evenly. Drop spoonfuls of the reserved batter on top of the fudge layer.

Use a knife to swirl the batter and fudge together, creating a marbled effect.

Bake for 25-30 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs.

Allow the bars to cool in the pan for 30 minutes, then transfer to a wire rack to cool completely.
