  1. Preheat the oven to 375°F (190°C).
  2. Trim the fennel bulbs and remove the tough outer layer. Cut the bulbs into thin slices.
  3. In a large saucepan, melt the butter over medium heat. Add the garlic and sauté for 1 minute.
  4. Add the fennel slices to the saucepan and cook for 5 minutes, stirring occasionally.
  5. In a separate saucepan, heat the milk and cream over medium heat until it starts to steam.
  6. Stir in the parmesan cheese until melted and smooth.
  7. Pour the milk and cheese mixture over the fennel slices in the saucepan. Season with salt and pepper.
  8. Transfer the mixture to a greased baking dish and sprinkle with breadcrumbs.
  9. Bake for 30-35 minutes until the top is golden brown and the fennel is tender.
  10. Let the gratin rest for 10 minutes before serving.
