Preheat the oven to 350°F (175°C). Grease a baking dish.

In a saucepan, melt the butter over low heat. Remove from heat and stir in the sugar and cocoa powder until well combined.

In a separate bowl, whisk together the flour, baking powder, and salt.

Add the eggs and vanilla extract to the saucepan and mix until smooth.

Gradually add the dry ingredients to the saucepan and stir until just combined.

Fold in the walnuts and chocolate chips.

Pour the batter into the prepared baking dish and spread it evenly.

Bake for 25-30 minutes or until a toothpick inserted into the center comes out with a few moist crumbs.
