Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually mix in the dry ingredients, alternating with the milk. Stir in the chocolate chips.

Pour the batter into the prepared cake pan and smooth the top. Bake for 35-40 minutes, or until a toothpick inserted into the center comes out clean.

Allow the cake to cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.

In a small saucepan, melt the dark chocolate and heavy cream over low heat, stirring until smooth. Remove from heat and let cool for 10 minutes.

Once the cake has cooled, pour the chocolate ganache over the top, allowing it to drip down the sides.

In a separate bowl, whisk together the powdered sugar and 1 tablespoon of milk until smooth. Drizzle the glaze over the ganache.
