  1. In a mixing bowl, cream together the butter and granulated sugar until light and fluffy.
  2. Add the egg and vanilla extract, and mix until well combined.
  3. In a separate bowl, whisk together the all-purpose flour, cocoa powder, baking powder, and salt.
  4. Gradually add the dry ingredients to the wet ingredients, mixing until a dough forms.
  5. Divide the dough in half and shape each half into a disc. Wrap in plastic wrap and refrigerate for 30 minutes.
  6. Preheat the oven to 350°F (180°C) and line a baking sheet with parchment paper.
  7. Roll out one disc of dough on a lightly floured surface to about 1/4-inch thickness.
  8. Use heart-shaped cookie cutters to cut out an even number of cookies.
  9. Place half of the cookies on the prepared baking sheet and spoon a teaspoon of strawberry jam onto each one.
  10. Top with the remaining cookies and press gently to seal the edges.
  11. Bake for 10 minutes, or until the edges are lightly golden.
  12. Allow the cookies to cool on the baking sheet for 5 minutes, then transfer to a wire rack to cool completely.
  13. Dust with powdered sugar before serving.
