Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.

In a medium bowl, whisk together the flour, baking powder, and salt.

In a separate large bowl, cream together the softened butter and granulated sugar until light and fluffy.

Beat in the egg and vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with the dry ingredients.

Stir in the green food coloring until well combined.

Divide the batter evenly among the prepared cupcake liners.

Bake for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.

Allow the cupcakes to cool completely.

In a small bowl, whisk together the powdered sugar and water to make the icing.

Once the cupcakes are cooled, drizzle the icing over each cupcake in a zigzag pattern to resemble garland.

Decorate with sprinkles and candies to resemble Christmas tree ornaments.
