  1. Preheat the oven to 350°F (175°C). Line a muffin tin with cupcake liners.
  2. In a medium bowl, whisk together the flour, baking powder, and salt.
  3. In a separate large bowl, cream together the softened butter and sugar until light and fluffy.
  4. Beat in the eggs, one at a time, then stir in the vanilla extract.
  5. Gradually mix in the dry ingredients, alternating with the milk.
  6. Fold in the white chocolate chips.
  7. Divide the batter evenly among the cupcake liners.
  8. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  9. Remove from the oven and let cool completely.
  10. Using the black decorating gel, draw sheep faces on the mini marshmallows.
  11. Once the cupcakes are cooled, place a mini marshmallow with the sheep face on top of each cupcake.
  12. Attach two edible candy eyes to each marshmallow using a small amount of frosting or icing.
