  1. Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.
  2. In a small saucepan, heat the milk until hot but not boiling. Add the Earl Grey tea bags and let steep for 5 minutes. Remove the tea bags and set aside.
  3. In a medium bowl, whisk together the flour, baking powder, and salt.
  4. In a large bowl, cream together the butter and granulated sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.
  5. Gradually add the dry ingredients to the wet ingredients, alternating with the Earl Grey-infused milk. Mix until just combined.
  6. Divide the batter evenly among the cupcake liners. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  7. Remove the cupcakes from the oven and let cool in the pan for 5 minutes. Transfer to a wire rack to cool completely.
  8. In a small bowl, whisk together the powdered sugar and lemon juice until smooth. Drizzle the glaze over the cooled cupcakes.
