Preheat the oven to 350°F (175°C). Grease a 9x13-inch baking pan.

In a large mixing bowl, cream together the butter and granulated sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

In a separate bowl, whisk together the flour, cocoa powder, baking powder, and salt. Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Fold in the chocolate chips and chopped walnuts.

Spread the batter evenly into the prepared baking pan. Bake for 25 minutes or until a toothpick inserted into the center comes out with a few moist crumbs.

Allow the bars to cool completely in the pan on a wire rack. Once cooled, dust with powdered sugar. Cut into squares and serve.
