Preheat the oven to 350°F (180°C).

In a large bowl, whisk together the whole wheat flour, all-purpose flour, baking powder, and salt.

Cut the cold unsalted butter into small cubes and add it to the flour mixture. Use your fingers or a pastry cutter to cut the butter into the flour until the mixture resembles coarse crumbs.

Stir in the brown sugar.

Gradually add the milk, stirring until the dough comes together.

Turn the dough out onto a lightly floured surface and knead it gently a few times to bring it together.

Roll out the dough to about 1/4-inch (6mm) thickness.

Use a cookie cutter to cut out biscuits and transfer them to a baking sheet lined with parchment paper.

Bake for 12-15 minutes, or until the biscuits are golden brown.
