  1. Preheat the oven to 350°F (175°C). Grease a 9x9-inch baking pan.
  2. In a large mixing bowl, combine oats, flour, brown sugar, melted butter, and salt. Mix until well combined.
  3. Press half of the oat mixture into the bottom of the prepared baking pan.
  4. In a small saucepan, melt the chocolate chips and sweetened condensed milk over low heat, stirring until smooth. Remove from heat and stir in vanilla extract.
  5. Pour the chocolate mixture over the oat mixture in the baking pan.
  6. Crumble the remaining oat mixture evenly over the top of the chocolate layer.
  7. Bake for 25 minutes or until the edges are golden brown.
  8. Remove from the oven and let it cool in the pan for 30 minutes.
  9. Cut into bars and serve.
