  1. Preheat the oven to 400°F (200°C) and line a baking sheet with parchment paper.
  2. In a large bowl, whisk together the whole wheat flour, all-purpose flour, baking powder, and salt.
  3. Cut the unsalted butter into small cubes and add it to the flour mixture. Use your fingertips to rub the butter into the flour until the mixture resembles coarse crumbs.
  4. Stir in the chopped dates and chocolate chips.
  5. In a separate bowl, whisk together the honey, milk, and vanilla extract. Pour the wet ingredients into the dry ingredients and stir until just combined.
