In a large mixing bowl, beat the granulated sugar and eggs until light and fluffy. Stir in the melted chocolate mixture and orange zest.

In a separate bowl, whisk together the all-purpose flour, baking powder, and salt. Gradually add the dry ingredients to the chocolate mixture, alternating with the orange juice and milk. Mix until just combined.
