  1. Preheat the oven to 400°F (200°C).
  2. In a large bowl, whisk together the flour, cocoa powder, sugar, baking powder, and salt.
  3. Cut the butter into small cubes and add it to the dry ingredients. Use your fingers or a pastry cutter to rub the butter into the flour mixture until it resembles coarse crumbs.
  4. In a separate bowl, whisk together the egg and vanilla extract. Pour the wet ingredients into the dry ingredients and mix until just combined.
  5. Stir in the dark chocolate chips.
  6. Turn the dough out onto a lightly floured surface and gently knead it a few times to bring it together.
  7. Roll out the dough to about 1-inch (5 cm) thickness and use a heart-shaped cookie cutter to cut out scones.
  8. Place the scones onto a baking sheet lined with parchment paper.
  9. Bake for 12-15 minutes, or until the scones are firm to the touch.
  10. While the scones are baking, prepare the chocolate ganache by heating the heavy cream in a small saucepan until it starts to steam.
  11. Remove from heat and pour over the dark chocolate chips. Let it sit for a minute, then stir until smooth and glossy.
  12. Once the scones are cooled, drizzle the chocolate ganache over the top and sprinkle with toasted coconut flakes.
