  1. Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.
  4. Combine the Darjeeling tea and milk in a separate bowl. Alternate adding the dry ingredients and the tea mixture to the butter mixture, beginning and ending with the dry ingredients.
  5. Divide the batter evenly between the prepared cake pans. Smooth the tops with a spatula.
  6. Bake for 25-30 minutes, or until a toothpick inserted into the center of the cakes comes out clean. Allow the cakes to cool in the pans for 10 minutes, then transfer them to a wire rack to cool completely.
  7. In a chilled bowl, whip the whipping cream and powdered sugar until stiff peaks form.
  8. Place one cake layer on a serving plate. Spread a layer of whipped cream on top. Place the second cake layer on top and frost the entire cake with the remaining whipped cream.
  9. Melt the dark chocolate and drizzle it over the top of the cake. Garnish with fresh berries.
