In a large pot, melt butter over medium heat. Add onions and garlic, and cook until softened.

Sprinkle flour over the onion mixture and stir well to combine.

Gradually pour in the vegetable broth while stirring constantly.

Add broccoli and bring the mixture to a boil. Reduce heat and simmer for about 15 minutes, or until the broccoli is tender.

Using an immersion blender or a regular blender, blend the soup until smooth.

Return the soup to the pot and stir in the milk and cheddar cheese until the cheese is melted and the soup is heated through.

Season with salt and black pepper to taste.
