Bring a pot of water to a boil and blanch the pearl onions for 2 minutes. Drain and set aside.

In a large skillet, melt the butter over medium heat. Add the blanched pearl onions and sauté for 5 minutes, until they start to brown.

Sprinkle the flour over the onions and stir to coat. Cook for 1 minute.

Slowly pour in the milk, stirring constantly, until the mixture thickens.

Season with salt and black pepper to taste.

Reduce the heat to low and simmer for 10 minutes, stirring occasionally.
