Preheat the oven to 400°F (200°C).

In a saucepan, bring water and butter to a boil.

Add flour and stir until the mixture forms a ball.

Remove from heat and let cool for a few minutes.

Add eggs one at a time, beating well after each addition.

Drop spoonfuls of dough onto a baking sheet.

Bake for 25-30 minutes or until puffed and golden.

Let cool completely.

Cut the puffs in half and fill with whipped cream.

Dust with powdered sugar before serving.
