Melt the butter and dark chocolate in a heatproof bowl set over a pan of simmering water, stirring until smooth. Remove from heat and let cool slightly.

In a separate bowl, whisk together the eggs, granulated sugar, and vanilla extract. Gradually pour in the melted chocolate mixture, whisking constantly.

In another bowl, sift together the all-purpose flour, cocoa powder, baking powder, and sea salt. Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Drop spoonfuls of the cookie dough onto the prepared baking sheet, spacing them about 2 inches apart. Sprinkle each cookie with a pinch of sea salt.
