  2. In a mixing bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a separate bowl, cream together the butter and sugar until light and fluffy.
  4. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.
  5. Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Mix until well combined.
  6. Fold in the dark chocolate chips.
  7. Transfer the dough onto the prepared baking sheet and shape it into a rectangular log, about 1 inch thick.
  8. Bake in the preheated oven for 25-30 minutes or until firm to the touch.
  9. Remove from the oven and let it cool for 10 minutes.
  10. Using a sharp knife, slice the log into 1-inch thick slices.
  11. Place the slices back onto the baking sheet and bake for an additional 10-15 minutes, or until crispy and golden.
  12. Remove from the oven and let the rusks cool completely on a wire rack.
  13. Once cooled, store in an airtight container.
