Preheat the oven to 350°F (175°C). Grease a muffin tin or line with paper liners.

In a mixing bowl, combine the cooked rice, all-purpose flour, cocoa powder, baking powder, and salt.

In a separate bowl, cream together the unsalted butter and granulated sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just combined. Fold in the chocolate chips.

Spoon the batter into the prepared muffin tin, filling each cup about 2/3 full.

Bake for 20-25 minutes, or until a toothpick inserted into the center of a muffin comes out clean.

Remove from the oven and let the muffins cool in the tin for 10 minutes. Then transfer to a wire rack to cool completely.
