  1. Preheat the oven to 350°F (175°C) and line a cupcake pan with cupcake liners.
  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a separate large bowl, cream together the butter and granulated sugar until light and fluffy.
  4. Beat in the eggs one at a time, followed by the vanilla extract.
  5. Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Mix until just combined.
  6. Fill each cupcake liner about two-thirds full with the batter.
  7. In a small bowl, mix together the peanut butter and powdered sugar until smooth.
  8. Drop a spoonful of the peanut butter mixture onto each cupcake batter in the pan.
  9. Use a toothpick or skewer to swirl the peanut butter into the batter.
  10. Sprinkle mini chocolate chips on top of each cupcake.
  11. Bake for 18-20 minutes or until a toothpick inserted into the center comes out clean.
  12. Allow the cupcakes to cool in the pan for 5 minutes, then transfer them to a wire rack to cool completely.
