  1. Preheat the oven to 350°F (175°C). Line a baking sheet with parchment paper.
  2. In a medium bowl, whisk together the oats, flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy. Add the egg and vanilla extract, and mix until well combined.
  4. Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Fold in the chocolate chips.
  5. Using a tablespoon, scoop the dough and shape into footballs. Place them on the prepared baking sheet.
  6. Bake for 12-15 minutes, or until the edges are set. Remove from the oven and let cool on the baking sheet for 5 minutes, then transfer to a wire rack to cool completely.
  7. In a small bowl, whip the heavy cream until soft peaks form. Gradually add the powdered sugar and continue to whip until stiff peaks form.
  8. Once the cookies are completely cooled, spread a dollop of the whipped cream on the bottom of one cookie and sandwich with another cookie.
