  4. Press half of the mixture into the bottom of the prepared baking pan.
  5. In a small saucepan, melt the chocolate chips and sweetened condensed milk over low heat, stirring until smooth.
  6. Pour the chocolate mixture over the oat mixture in the pan.
  7. Crumble the remaining oat mixture over the top.
  8. Bake for 25 minutes, or until golden brown.
  9. Allow to cool completely before cutting into bars.
