Preheat the oven to 375°F (190°C). Grease a muffin tin or line with paper liners.

In a large bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a separate bowl, mix together the melted butter and sugar until well combined. Add the eggs, milk, and vanilla extract, and mix until smooth.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Fold in the chocolate chips.

Divide the batter evenly among the muffin cups, filling each about 2/3 full.

Bake for 18-20 minutes, or until a toothpick inserted into the center of a muffin comes out clean.

Allow the muffins to cool in the tin for 5 minutes, then transfer to a wire rack to cool completely.
