Preheat the oven to 350°F (175°C) and grease a loaf pan.

In a large bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a separate bowl, mix together the melted butter and sugar until well combined. Add the eggs one at a time, mixing well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Mix until just combined.

Fold in the chopped hazelnuts and chocolate chips.

Pour the batter into the prepared loaf pan and smooth the top.

Bake for 50-60 minutes, or until a toothpick inserted into the center comes out clean.
