Preheat the oven to 350°F (180°C).

In a bowl, whisk together the all-purpose flour, cocoa powder, baking powder, and salt.

In a separate large bowl, cream together the unsalted butter and granulated sugar until light and fluffy.

Beat in the eggs one at a time, followed by the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the whole milk. Mix until just combined.

Stir in the semi-sweet chocolate chips.

In another bowl, combine the ingredients for the crumble topping: all-purpose flour, unsalted butter, brown sugar, cocoa powder, and ground cinnamon. Mix until the mixture resembles coarse crumbs.

Spoon the batter into a lined muffin tin, filling each cup about 2/3 full.

Sprinkle the crumble topping over the muffin batter.

Bake in the preheated oven for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
