In a bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a separate large bowl, beat the granulated sugar and vegetable oil until well combined.

Add the eggs one at a time, beating well after each addition.

Stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Cover the dough and refrigerate for at least 1 hour.

Preheat the oven to 350°F (175°C) and line a baking sheet with parchment paper.

Roll the dough into 1-inch balls and coat each ball in powdered sugar.
