  1. In a bowl, whisk together the flour, cocoa powder, baking powder, and salt. Set aside.
  2. In a separate bowl, cream together the butter and sugar until light and fluffy. Add the egg and vanilla extract, and mix until well combined.
  3. Gradually add the dry ingredients to the wet ingredients, mixing until a dough forms.
  4. Divide the dough in half. Roll out each half into a rectangle about 1/4 inch thick.
  5. Sprinkle the shredded coconut evenly over one of the rectangles.
  6. Carefully roll up the dough, starting from the long side, into a tight log. Repeat with the remaining dough and coconut.
  7. Wrap each log in plastic wrap and refrigerate for at least 1 hour, or until firm.
  8. Preheat the oven to 350°F (175°C). Line a baking sheet with parchment paper.
  9. Slice the chilled dough into 1/4 inch thick rounds and place them on the prepared baking sheet.
  10. Bake for 8-10 minutes, or until the edges are set.
  11. Allow the pinwheels to cool on the baking sheet for 5 minutes, then transfer them to a wire rack to cool completely.
