In a large bowl, cream together butter and sugar until light and fluffy.

Beat in egg yolks and vanilla extract.

In a separate bowl, whisk together flour, baking powder, and salt. Gradually add dry ingredients to the butter mixture, mixing until just combined.

Divide the dough in half. Roll out each portion into a rectangle on a lightly floured surface.

In a small bowl, mix together shredded coconut and chocolate chips. Spread half of the sweetened condensed milk on each rectangle of dough. Sprinkle the coconut-chocolate mixture evenly over the milk.

Starting from one long side, roll up each rectangle tightly. Wrap in plastic wrap and refrigerate for 1 hour.

Preheat oven to 180°C (350°F). Line baking sheets with parchment paper.

Slice the chilled dough into 1/2-inch thick slices and place on prepared baking sheets.

Bake for 10-12 minutes, or until edges are golden brown.

Allow pinwheels to cool on the baking sheets for 5 minutes, then transfer to wire racks to cool completely.
