  1. Preheat the oven to 350°F (175°C) and line a baking dish with parchment paper.
  2. In a large bowl, combine the rolled oats, all-purpose flour, brown sugar, baking soda, and salt.
  3. Melt the unsalted butter and add it to the dry ingredients. Mix until well combined.
  4. Press two-thirds of the oat mixture into the bottom of the prepared baking dish to form the crust.
  5. Spread the dulce de leche evenly over the crust.
  6. Sprinkle the chocolate chips and chopped walnuts over the dulce de leche.
  7. Add the vanilla extract to the remaining oat mixture and mix well.
  8. Crumble the oat mixture over the top of the chocolate chips and walnuts.
  9. Bake for 25 minutes or until golden brown.
  10. Allow the bars to cool in the baking dish for 30 minutes before cutting into squares.
  11. Serve and enjoy!
