In a large mixing bowl, cream together the butter and sugar until light and fluffy. Add the egg and vanilla extract, and mix until well combined.

In a separate bowl, whisk together the flour, cocoa powder, baking powder, and salt. Gradually add the dry ingredients to the butter mixture, mixing until just combined.

Press two-thirds of the dough into the prepared baking pan, reserving the remaining dough for the topping.

In a small saucepan, heat the sweetened condensed milk and chocolate chips over low heat until melted and smooth. Pour the chocolate mixture over the dough in the pan.

Sprinkle the chopped cherries and nuts over the chocolate layer. Crumble the reserved dough over the top.

Bake for 25-30 minutes, or until the edges are set and the center is slightly gooey.

Allow the bars to cool in the pan for 30 minutes, then transfer to a wire rack to cool completely.
