Preheat the oven to 350°F (175°C). Grease a 9x9-inch baking dish.

Crush the pretzels and spread them evenly in the bottom of the baking dish.

In a saucepan, melt the butter over medium heat. Stir in the brown sugar and sweetened condensed milk. Bring to a boil, stirring constantly. Cook for 3 minutes, then remove from heat.

Pour the caramel mixture over the pretzels in the baking dish.

Bake in the preheated oven for 15 minutes.

Remove from the oven and sprinkle the chocolate chips evenly over the top. Return to the oven for 5 minutes, or until the chocolate chips are melted.

Remove from the oven and spread the melted chocolate evenly over the caramel layer. Sprinkle with sea salt.

Allow to cool for 1 hour, then refrigerate for at least 2 hours before cutting into bars.
