  3. Add vegetable oil, vanilla extract, eggs, and milk to the dry ingredients. Mix well until smooth.
  4. Gradually add hot water while stirring.
  5. Stir in chocolate chips.
  6. Pour the batter into a greased cake pan.
  7. Bake for 35-40 minutes or until a toothpick inserted into the center comes out clean.
  8. Let the cake cool for 10 minutes in the pan, then transfer to a wire rack to cool completely.
