Preheat the oven to 450°F (230°C). In a large bowl, whisk together the flour, baking powder, baking soda, and salt. Cut the butter into small pieces and add it to the flour mixture. Use your fingers or a pastry cutter to cut the butter into the flour until the mixture resembles coarse crumbs. Make a well in the center of the mixture and pour in the buttermilk and honey. Stir until just combined. Turn the dough out onto a lightly floured surface and gently knead it a few times until it comes together. Be careful not to overwork the dough. Roll out the dough to a thickness of about 1/2 inch (3 cm). Use a biscuit cutter to cut out biscuits and place them on a baking sheet lined with parchment paper. Bake for 10-12 minutes, or until the biscuits are golden brown. Serve warm with butter, jam, or as a base for shortcake.
